After over a decade of government investment in the higher education system, universities and colleges are bracing themselves for a period of austerity, as mounting debts force governments to cut higher education funding. Postgraduate education receives a high level of public support and most colleges are publicly funded and operated on a non-profit basis. The taught masters course is the most popular form of postgraduate study, accounting for 58% of total enrolments. Enrolment numbers in taught masters courses have increased by an average 6.5% per annum in the six years through 2008-09, causing the segment to increase in size. Enrolments are fairly evenly distributed among the other postgraduate courses. Postgraduate diplomas and certificates and professional qualifications have diminished as a proportion of the total; enrolments in these courses have fallen in excess of 5.0% annually over the past six years.
